World Cup 2026 Referee & VAR Guide
Everything you need to know about officiating at the 2026 FIFA World Cup: how VAR works, semi-automated offside technology explained, referee selection criteria and what to expect from the men in the middle.
How VAR Works at World Cup 2026
VAR — the Video Assistant Referee system — has been part of the World Cup since Russia 2018 and returns for 2026 with significant upgrades. The core principle remains the same: a team of officials in a dedicated review room watches footage in real time, ready to alert the on-field referee to clear and obvious errors in four specific match-changing situations.
Goals & Goal Line
Every goal is reviewed automatically for offside, handball in the build-up and goalkeeper encroachment at penalties. VAR can recommend disallowing a goal or allowing a previously disallowed goal.
Red Card Incidents
Serious foul play and violent conduct can be reviewed and upgraded from yellow to red. Equally, a red card incorrectly shown can be downgraded following VAR review. The threshold is clear and obvious error only.
Penalty Decisions
Penalties can be awarded or rescinded via VAR review. The on-field referee views footage at the pitchside monitor before making the final call. Handball in the build-up to penalties is also reviewable.
Mistaken Identity
If the wrong player is cautioned or sent off, VAR can identify the correct player and the card is applied to the right person. This category is used rarely but prevents clear miscarriages of justice.
Semi-Automated Offside Technology (SAOT)
Semi-Automated Offside Technology was first used at the 2022 Qatar World Cup and returns for 2026 with further refinements. It eliminates the drawn-out wait for VAR offside decisions by using multiple cameras and skeleton tracking to determine body part positions automatically.
Multiple Dedicated Cameras
Twelve cameras positioned around the stadium capture the ball and all players 50 times per second, tracking 29 data points per player including limb positions.
Instant Body Part Detection
The system identifies the exact moment the ball is played and records the positions of all relevant body parts — shoulder, arm, hip, knee — that can be involved in an offside decision.
3D Animation & Alert
When the system detects an offside, it alerts the VAR team within seconds. The decision is shown using a 3D animated model on the broadcast, making it visually clear exactly which body part was offside by what margin.
Faster & More Accurate
SAOT reduces decision time from an average of 70 seconds at previous tournaments to under 25 seconds. It also eliminates the blue lines drawn manually by VAR operators, which were prone to human error and subjectivity.
How FIFA Selects World Cup Referees
FIFA Referee Instructors Evaluation
FIFA evaluates referees over a four-year cycle between World Cups. Each official is assessed by FIFA referee instructors at international matches and tournaments. Their decision-making, positioning, game management, fitness and consistency are all scored. Only the highest-rated officials from each confederation make the final shortlist.
Confederation Quotas
FIFA ensures geographic representation by assigning a quota of referee spots to each confederation. UEFA typically provides the most officials given the depth of European football, but CONMEBOL, CAF, AFC, CONCACAF and OFC all contribute. This ensures referees familiar with different playing styles are present.
Nationality Rules
No referee officiates a match involving their own nation at the World Cup. FIFA also avoids assigning referees to groups featuring nations from the same confederation where possible. These rules minimise conflicts of interest and perceptions of bias.
Key Rules Fans Often Misunderstand
Handball Law
Not all handballs are fouls. A handball is only an offence if the player intentionally touches the ball with their hand or arm, or if they make their body unnaturally bigger. Accidental handball is not penalised unless a goal or chance results directly.
Offside Timing
Offside is judged at the precise moment the ball is played, not when the player receives it. A player can be in an offside position when a teammate plays the ball but onside when they receive it — as long as they were not ahead of the last defender at the moment of the pass.
Benefit of the Doubt — Offside
If SAOT or VAR cannot definitively confirm that a player is offside, the on-field decision of onside must stand. The principle of "clear and obvious error" means that marginal, millimetre decisions remain onside if the technology is not conclusive.
The Encroachment Rule
At penalty kicks, outfield players must remain outside the penalty area and the arc. The goalkeeper must remain on the goal line. If the goalkeeper encroaches before the kick and the penalty is missed, it is retaken. If the shooter encroaches and scores, the goal is disallowed.

VAR & Referee FAQs
Will VAR be used at World Cup 2026?
Yes. VAR has been used at every FIFA World Cup since Russia 2018 and will continue at the 2026 tournament in the USA, Mexico and Canada. FIFA plans to use an upgraded version of the system alongside Semi-Automated Offside Technology for faster and more accurate decisions.
What is SAOT and how is it different from regular VAR?
Semi-Automated Offside Technology uses dedicated cameras and artificial intelligence to track player body positions 50 times per second. Regular VAR used manually drawn blue lines — SAOT replaces these with 3D skeletal tracking, producing faster and objectively more accurate offside decisions in under 25 seconds.
Can a team protest a VAR decision?
No. Teams cannot formally request a VAR review. The decision to review is made by the VAR team and the on-field referee. However, managers can formally protest decisions to FIFA after the match and request disciplinary review of officiating standards. The on-field referee's final decision stands.
How are World Cup referees selected?
FIFA selects World Cup referees through a four-year evaluation programme run by FIFA referee instructors. Officials are graded on decision-making, fitness, positioning and game management. Final appointments are made approximately six months before the tournament, with referees announced by FIFA in early 2026.
